Put a small piece of plastic sheet or even a piece of paper currency over the rough part so the tube will slide over it.
Also you can take an entire rectangular tire patch without the plastic or foil backing removed and use that as a protector in cases like this.
If you ever try to patch ac the on the inside of the rim like that, the patch will hold IF you place a sheet of slippery tough material as described between the tube and the rim before inflating and riding on it. This has worked for me.
